2 Feb: We have seen the Admiralty's letter of 928223.
The Admiralty (1401) Wt. 20627-39. 80,000 1121, T. 8.
The Stephanion has looked through the file with the result that C.I.D. 176.0. of August 1922 clearly shows the point of view of the Naval Staff. It is an untenable interpretation of Article XIX of the Naval Treaty.
Please see 2nd line of page 168 attached Conference Proceedings, also p.409, which shows clearly that the intention of that Article was that commercial development should not be affected.
